I suggest that instead of the money being given to Hamakor as a 
donation, it will given to Hamakor (or a lawyer on it's behal) as a 
trustee and the payment of the funds made directly to Shachar if/when 
enough money is collected. If enough mopney is not collected, Hamakor 
will return the money to it's owners.

This way you will get it as a tax deductible expense, even tough only 
when Shachar actually gets the money.

Diclaimer: lawyer needs to find the legal way to do this. I am not one.
