I could reproduce the exact symptoms you describe by just
chmod -w /tmp/binand
and this problem vanished when I did a
chmod +w /tmp/binand
/tmp/binand is my $TMPDIR.
What you have given is fine for /tmp (drwxrwxrwt). But where is mutt trying to
create the temporary file for you? For me, it picks up the TMPDIR environment
variable and writes there. I have the line
set tmpdir=$TMPDIR in my .muttrc. If you also have it (since you say you are
using my .muttrc), then probably you can solve this by deleting that line from
.muttrc, or if you want to use it, by putting the lines
export TMPDIR=<path to directory>
mkdir -p $TMPDIR
in your .profile.
