[LIH] A game for linux

I am writting a set of games for linux, intended to be open source and
freeware. In one of these i plan to write a tic-tac toe game. Is there
anyone who knows a few good algorithms for tic tac toe (to win/draw the
game) ? Also what are the conditions for making a software Open source ?
