On sun / bsd boxen, you can create a login called "newuser", which drops
you into a restricted shell and runs a script to create a new login for
yourself - complete with ftp, pop etc access.
Telnet to freenet.nether.net (sun) or hobbiton.org (bsd) and see for
yourself. I suppose Lokesh was talking about such a thing.
IIRC, Linux doesn't have such a facility readymade, but someone can hack
it together (if not for the gaping security holes possible).

By doing just a little every day, you can gradually
let the task completely overwhelm you.
