Are you *sure* that this is a Sun / BSD thing?    Maybe it is just
something that was hacked together in freenet / hobbiton.  Is the new
account a one-time thing?  Meaning will the account be deleted after a
while?  The reason I ask is if you allowed users to create accounts for
themselves, things are bound to go out of whack and soon you end up with
thousands of dead accounts.

On Linux you can use a combination of sudo and adduser (or is it useradd?)
to hack up something along these lines.
