No, reiserfs is fast enough, though I've not benchmarked it. For /boot you
need ext2 unless lilo can support reiserfs (I don't know about latest
version of lilo)

show your /etc/fstab . Probably the partition is not being unmounted
properly while shutdown. also check /etc/mtab . You might goto 
init S
rm /etc/mtab
umount -a
(then remount ro any partitions still mounted)
reboot

then check /etc/mtab again
reboot and see if the problem persists
