 Are you trying to ftp from somewhere else to your redhat box?  Or are you
 trying to ftp out of your redhat box to some other server?
 
 Check if the ftp line is there in /etc/inetd.conf - and set up proper hosts
 and / or dns entries for your machine, if you are trying to ftp in.
 
 If you are trying to ftp out, see if that server is up and running - and
 whether you can resolve it from your redhat box.
