i had a similar problem long time ago and i got around in the this way
whats happening is ppp0 does not terminate for some odd reason when you disconect and 
next time you use wvdial it sees ppp0 busy and wrights to ppp1 etc, at one point i had 
up to ppp15
also wvdial was changing yhe permissions of my /dev/ttyS1 so i wronte this script that 
does the trick hope it helps
you also have to bring down ppp0 completely see the script
