are you sure that your ISP's smtp server is vsnl.net.in and not (say)
gw1.vsnl.net.in?

gw1.vsnl.net.in has address 206.101.167.65

As I remember you are in Guwahati, if you are a vsnl user use gw1.vsnl.net.in

If that is what you are using and still getting "relaying denied" something is
badly broken (either in your config or in vsnl).  Any ISP's mailserver will
relay for the ip block from which it allots its DHCP addresses (its dialup
pool, that is)

 linuxconf is badly broken - and fucks up your sendmail.cf (it still uses 8.8.7
 rulesets - and broken rulesets at that).
