Yes, that's what VSNL _should_ be doing as a responsible ISP. VSNL has a
different network, Dishnet has a diferent network. Why would you want to
send mails through VSNL's mail server implying that someone on their
network had sent the mail? That's how untraceable spam or forged mails
used to happen. 

VSNL hadn't been putting checks on relaying mail till soem time back. I
believe they almost got themselves nomitated for the RBL list. They got
more disciplined sometime back.
