First try if it comes up by itself - /sbin/ifup eth0.  

Then see if the drivers are loading (depmod -a, insmod whatever-module), add
that into /etc/conf.modules (or /etc/modules.conf depending on your distro) as

alias eth0 rtl8139

Go to /etc/sysconfig/network-scripts and edit ifcfg-eth0.  See if there is a
line ONBOOT=no - change that to ONBOOT=yes
