How are you using procmail? Are you fetchmailing all mails as root and then
redistributing them using procmail for individual users? Or are you
using fetchmail in multidrop mode?
In the first case, individual users' procmailrcs won't work, in the second
case it will.
Give use more details about your setup. Does a local mail (from one user to
another) cause procmail to be invoked?
