Doc: Set verbose=on in .procmailrc for that user, and send a couple of test
messages to that mailbox. Then take a look at the procmail log (or post it
here)
Tough to debug procmail like that (but usual thing is either wrong regexp
matching in the recipe, or wrong file perms)
