sadly, no. I suggest you invoke the procmailrc for all the users in
/etc/procmailrc (or /root/.procmailrc) itself.
Or put up a cronjob / run fetchmail in daemon mode (-d flag) for each user's
.fetchmailrc and let them have individual procmailrcs
