You have to give sufficient rights to the user directories that apache can
read them and show you the pages.

Typically this is /home/<user> so wheck permissions on the user's
public_html directory which you have specified.

you should give the "x" i.e. directory access to the directory and r to
the files which you want to serve from the users directories.
