        you need to do that in /etc/shadow . Don't remove the * in the
second field of /etc/passwd.

        It simply means /etc/shadow still has the hash for the old passwd,
which is obvious from the fact you changed in /etc/passwd and shadow

        Oops!! (Whatever written above is waste :( But probably your
disabling is not working. 
  Try without disabling these. The above works on my system (checked just
now)
