Edit /etc/passwd (using vipw) and give only those users you want access to
the shell by setting their shell to /bin/bash (default anyway).
If you dont want some user to telnet in change his shell to /bin/false
(and add /bin/false to /etc/shells <- a file with a list of valid shells
on your machine)
