 How do I give telnet access to only selected users??? 

one more way to do the same 

1. put telnet in /usr/sbin ( if its not there )

2.give "x" permision to the owner (of course root ) and group (sbin) but
  not to all 

3.in /etc/group add all the users in sbin group to whom u want to give 
  its permission
