 Yes.  There are howtos around (UUCP over a TCP connection) is very possible.
 In fact, that (or ETRN) is recommended if your client is in a place where
 phone services are poor quality / expensive or both.
 
 I'll hunt for a howto and post it - never got a chance to try it, myself :(
