I agree with you that it is not sendmails's job but never the less by a
combination of virtusertable and aliases, a SmallOffice mangement having
5-10 departments can be effectively managed. The advantage being 1. No
additional package to install. 2. Force everyone in the organisation to get
the mails especially notices and policy matters. Finally ofcourse it remains
the endusers prerogative to have his setup the way he wants.
