 |1. Calble by zee or USN Networks: Cost Rs 63,000
I think there is a transfer limit on the cable internet too.
 |2. DSL: Rs 54,000 by dishnet DSL. (<1 gb data transfer each month)
after you cross the transfer limit you are billed Rs4 per MB (dialup is a
LOT LOT cheaper)
 |3. Leased Line: Rs 3.6 Lakhs by mantra a bit too expensive given the budget
IMO your cable/DSL bill will cost you a lot more if you are going to be
using the bandwidth to the maximum.
 |4. ISDN: Rs 1.45 Lakhs+ telephone bill
ISDN doesn't cost that much ? around10k for the phone and then you need to
get a isp account (sigma online has a unlimited one ??)
 |5. Normal Dialup: Telephone bill + isp charges

 |Requirement:
 |1. From 9 Am to 7 Pm high speed connection approx 64 kbps
At 1MB every 3minutes... you will download 20MB per hour .... so your
DSL/Cable limit will be hit within 50 hours (less than a week)
after which it'll cost you Rs80 an hour (RIDICULOUSLY HIGH) will make a
leased line seem like peanuts

 |2. From 6 am to 9 am and 7 pm to 6 Am even a slower speed will do as
 |number of users online will not exceed 10.

I think ISDN would be a good choice as depending on load you can go upto
128kbps

Have you thought of multiple dialups and load balancing ?? VSNL's connect
speeds are really good.(A lot better than what I used to get on an ISDN
line in coimbatore)

it all depends on how long you are online and stuff.
