With KDE1 or KDE2 I have played with kppp on both. Please do
chmod +s 'which kppp'
as root.
Now run kppp from your user login should work ok.
I never faced the problem u are referring to of the DISPLAY env.
variable etc.
Now I am using pon/poff on debian and also installed wvdial on debian.
Both work flawlessly.
