Make that
# wvdial >& wvdial.log&

It is a great way - but I prefer to have wvdial running in the foreground.
If the connection freezes / goes slow suddenly it is easier to kill it with
a control C.

That is /etc/ppp/options - you might have something like usepeerdns there.
Unset it.

It adds any new accounts to pap-secrets. Doesnt normally touch resolv.conf
