Dont send and receive mail as root

Yes.  If you dont want a full-blown mailserver you can use something like
masqmail or nullmailer

If that's a vsnl shell account, no.  You can only start pine on the remote
terminal

Mutt will run for any user you like, by default.  Read about permissions and
ownership in unix ... a good set of unix FAQs (on unix, vim, etc) can be
found at http://heather.cs.ucdavis.edu/~matloff
