[LIH] How to give a normal user, root previleges ??? HELP

Hi all

    I want to give a normal user on my system all the previleges for
root. How can I do that ?
I want that normal user to have the rights like, to create new users &
change passwords, delete or make files in all directories,
permission to read all restricted files, install packages etc: etc:. ..
How can I go about it to create a user like that...
Please help...
