Now, your problem is better explained, and it makes sense.
Make a list of all processes which are causing trouble. Some
of the critical ones are those with a uid below 12 like bin,
shutdown, halt etc. If these are affected, the best recourse
is to re-install because they all come from the base install
for your distro. For things like junkbuster, gdm etc. which
will have a uid over 20, don't bother. Remove them, and re-
install the binary. The process of re-installation will set
a new uid:gid number for them.
Even for these, a copied /etc/passwd will not help ... These
get uid numbers chronologically for your system in the order
they were installed, and they will vary from box to box.
