When invoked as user it asks for Old Password for confirmation
But as root, this is over-ridden. That is why  with of loss of
root password, we can make amendments after logging  in single
user mode. As root you can fsck anybody's  happiness by just a
change of password ! Yes, root can be dangerous :-)

use the date command. Example :
#date -s "09/24/2001 12:13:00" 
This should set your time to Sep 24 2001, 12:13:00
