To me this looks to be a case of non-initialisation of LILO on
the MBR. The error "LI" indicates that the map installer has
not been run, or mismatch of boot.b. Quoted from the LILO docs
<quote>
LI The first stage boot loader was able to load the second
stage boot loader, but has failed to execute it.This can
either be caused by a geometry mismatch, or by moving
/boot/boot.b without running the map installer.
</unquote>
It is highly likely that this has not been done as default in
the "updrade" process.

o Crosscheck /etc/lilo.conf to confirm that the upgrade has
not affected any other thing
o As root do 'lilo -v'
