Does the same problem stay when you mount CDs after booting?
If NOT, the problem would be in your CD, or the CD type set
in your /etc/fstab is incorrect, or you are trying to mount
an audio CD or similar error. 

If the problem of  delayed mounting stay  at all  mounts of
the CD it is a H/W problem pertaining to your  CD  drive or
its connections.

To convert a DOS text file to Unix so that the extra ASCII 13
does not show up, you can add the  following  in /etc/profile
or .profile (IF recode package is installed ...) 
          
alias unix2dos='recode lat1..ibmpc'
alias dos2unix='recode ibmpc..lat1'
