No. The problem is with "is root here" you shouldn't have that.
This is what I do:
I have /etc/fetchmail/fetchmailrc which is only readable by root.
fetchmail runs as root and fetchmailrc contains this:
poll server proto pop3
user tellis there with password pwd is philip here
(of course, there's much more)
Then, philip has a .procmailrc file that redistributes mail among all
users on the system.

I haven't kept track of this thread, so don't know what you are talking
about, but I'll tell you what I think.
[Mail Server] Internet ------ Gateway ----- Intranet [Your machine (private IP)]
- you want to get mail from mail server to your machine.
Easiest way is to do NAT on gateway so that your machine can directly
talk to mail server.
- you want to get mail from mail server to gateway, and then fetch from
gateway at your own leisure.
Set up fetchmail on gateway, with your fetchmailrc, and a pop3/imap
server. Use a pop3/imap client on your machine.
