If he's not logged in as root... he can't do anything. he should be able to generate most of the entries from the shadow file . SOP in such situations is to prevent any further writes to the partion in which the file was deleted from .. and try undeleting the file(s) or you can open up the whole /dev/hdaX "file" and scan through it until you find the password file ... and then copy and paste it to an alternate file. |Then get a standard passwd file from another linux box and put it in |... change root password. Then finally, add the other users manually. This can be a major pain on a box with lots of users... undeleteing the file is a lot more easier IMO! |After that, fire your sysadmin, yell at him, or whatever.
