Dishnet SUCKS bad. Dont touch them with a 20 foot pole.

You can rent the cablemodem from them and pay a few hundred rupees extra
per month.

You get a static IP from Hathway - go for it. Be warned however that
with most cablemodems, bandwidth will be poor, and not the same in both
directions.
Then again, I sure hope they filter port 80, thanks to Nimda and other
such rubbish. A few other ports, such as Netbios etc should also be
filtered ... they could exempt your IP from those filters, yeah - but as
a general rule, a cablemodem network MUST filter upstream of it, to
protect people from the effects of unpatched win98 + an "always on"
broadband connection.
