Now that's a sweeping statement...

In fact the VSNL/BSNL has got the best hardware and maximum band width in
India, and resource wise they are far ahead of private ISP. The only problem
is that whole set up is run by stupid admins, but that is compensated by
Unix alpha machines. Some time their stupidity can be beneficial  to user,
only thing is that you should know how to take it.......
