First to clarify some things. The X server will be running on the box that you are sitting on. ie, the box who's keyboard, monitor, mouse and sound card you will be using. The X client is the application that needs to use all this, ie, the browser in this case. You should start your X server on the windows PC - get XWin32. Then, ssh to your linux box, and do this: export DISPLAY=ip_of_windows_pc:0 then run netscape. The display will show up on your windows PC, but CPU, RAM and hard disk of your linux PC will be used. NOTE: to do this, you do not need to have X running on your linux PC, you do not even have to have X installed on that PC. VNC is overkill for this, but, if you want to gain control of the linux box' desktop completely, then you'll have to use it.
