In principle, system admin/ programmer should able to do
what ever he is asked to do. But mind it that system admin
is also an employee and if he is not trust worhty then he
may do whatever he want with the sensitive data.

Coming to original problem, if data is very sensitive and
frequency of tranferring is not very high, then there is
not need to allowing all employee email, rather only head of
section/ departments or CEO should have right to send emails
