You can specify the start up run level from LILO by saying something like
so:

LILO: linux single

or

LILO: linux 3

I am not too conversant with runlevels.  Also, this mechanism does not allow
you to "step" through the start up scripts.  Instead, it allows you to only
execute a sub-set of all the normal start up scripts.
