Apparently. I've ripped a few tracks from an audio CD directly
into ogg and they're pretty good. I'm not a VERY careful
listener but one or two tracks showed a perceptible improvement.

Lot's of 'em. ogg123 is one. xmms has a ogg input plugin.
They're the ones I use.

oggasm. It's a perl script AFAIK that users mpg132 and ogg123
to convert the files. But in general, conversion from one lossy
format to another is a bad idea. 

I believe you have to pay royalties for mp3 nowadays.
