Had seen a similar problem with both SMTP & POP3. On a DSL line from BSNL you cannot access VSNL-Kolkata mail boxes. Seems they have blocked access from IP ranges DSL is using. Maybe something similar is done here. Don't know who to catch hold off.
That could be it. Tell you what - why don't you tell them if you have a static IP and ask them to exempt that.
Or ask them if they have smtp running on another port (say 587) without these restrictions / blocks, so you can send mail over that port.
