Yes, that is it.
The command is make-kpkg.
and the steps to compile a kernel the Debian way is:
1) make menuconfig
2) make-kpkg kernel_image --options-if-any

Do refer to the man pages of make-kpkg, kernel-img.conf and
kernel-pkg.conf.
