For using wvdial correctly, I have found the following steps work -
1. As user, touch ~/temp/wvdial.log
2. As root, run 'pppconfig' and follow the instructions,
3. As root, chmod o+x /usr/sbin/pppd.
4. As root, run 'wvdialconf'. 
5. As root, edit /etc/wvdial.conf to add your login and password etc.
6. As root, 'visudo' and add yourself for wvdial and kill(useful for
x-wvdial). 
7. Now you can log in as a user with 'sudo wvdial'
8. Alternately, install x-wvdial, configure it and use it to run 
wvdial.
I use debian, so make necessary changes in the above as required.
