I suggest that you install im-switch and using that set your default
input method to scim. That might fix the problem.
Alternately, try to symlink your locale in ~/.xinput.d to scim as seen
in my case below :

mas:~/.xinput.d$ ls -l
total 0
lrwxrwxrwx 1 mas mas 28 2008-08-08 07:27 en_US -> /etc/X11/xinit/xinput.d/scim
lrwxrwxrwx 1 mas mas 28 2008-08-08 07:27 en_US.backup ->
/etc/X11/xinit/xinput.d/scim
