KDE stands for KDE Desktop Environment. It consists of a window manager, a
file manager, a toolbar, lots of utilities... You can find more info at
www.kde.org.

One word of warning : if you don't like flamewars, don't tell anybody you
use it. There is a licencing problem with KDE.
KDE uses the Qt toolkit from TrollTech, which is not Open Source, so some
people think it is wrong to use it, although it can be used for free (you
can't change it and distribute your changes). On the other hand, TrollTech
has signed an agreement stating that if they ever make it non-free (in the
sense of money), or stop working on (i think), the latest version (at that
moment) gets released under the BSD licence. Personally, I don't have much
problems with this, but in some contexts flames can start rapidly.
