For the last 2 months I have had Linux installed and working OK.  The
one nagging problem that I can't solve is how to be able to establish a
ppp connection without being root.

I have Slackware 3.5 installed which has a pppsetup program.  This
program creates the chat scripts necessary to run pppd.  The connection
script is titled ppp-go (vice the ppp-on that is mentioned in the
how-to).  I can use this script fine as long as I am root but not as my
normal user identity.  I have changed the mode of pppd-2.2 (which is the
file that the link pppd points to) to rwsr-xr-x, it has owner and group
of root and bin respectively.  The link, pppd, has the same owner and
group, and modes of rwxrwxrwx.

I'm not sure if this is a case of modes for files or something else. 
When I run ppp-go as user the script runs but nothing happens.

Any help would be appreciated, I would like to be able to establish this
connections through the asppp application that is used with the
AfterStep window manager.
