I suspect you only need to make pppd suid root.  It is the bloke that's
actually doing the work, I think.

FAIK ther is some widget you can select in linuxconf to do this, but I
don't do GUI.  From the command line:

chown 0 /usr/sbin/pppd
chmod u+s /usr/sbin/pppd

(Or wherever pppd lives on your system.  That is where mine is.)
Then be careful who has permission to execute pppd.
