ppp permissions

I'm running Redhat 6.0 and have set my info in linuxconf.  I can fine while I'm 
root using linuxconf and can run /sbin/ifup ppp0 and /sbin/ifdown ppp0 from the
command line as root.  What permissions do I need to set to run /sbin/ifdown ppp0
and /sbin/ifdown ppp0 when logged in as a user.  Thanks.
