You don't say what you are trying on the command line when you run tar. To
get tar to untar a file, you need to provide some switches. One string that
will work is:

tar -xvf filename

where 
        x = extract
        v = verbose mode (so it tells you what it's doing)
        f = use the filename that follows as the tar archive
        filename = the file you want to untar

Similarly, to create a tar file, you type

tar -cvf filename other_filenames

where

        c = create a tar file
        other_filenames = the files you want to put into the tar archive
