I had the same problem when my modem was linked to ttyS2. What I had to do was
delete /dev/modem, and ln -s /dev/modem /dev/cua1. My modem is on com2. Perhaps
I could have linked it to /dev/ttyS1, but I haven't tried that. Sounds like
your modem is linked to the wrong device. But I'm a newbie, too.
