Yes, you can. ISPs (including mine) do it all the time. As to your problem,
again you don't really say enough to let me make any intelligent
suggestions. So, here are a few things to consider:

1. On the Linux box, what do the logs say about attempted pop3 connections?
One complete set of entries for an unsuccessful attempt might be illuminating.

2. How are the clients connecting to the Linux server? An Ethernet? PPP to
the server or its LAN? A connection elsewhere that gives access to it over
the Internet? (I assume that whatever method they are using, it is the same
for the successful shell connections and the unsuccessful pop3 ones -- but
if not, please correct me.)

3. Related to #2, what do you mean by "shuts down the connection"? What
message does the WinXX client actually display?

4. On the WinXX clients, what mail client are you using? I only know Eudora
Pro on WIn95, so if you need help with a different client, you'll need to
wait for a response from someone else.

I'm assuming you've done what I suggested in my earlier message, so I'm not
repeating here advice about setting up inetd.conf and the like.

Hope this gets you started. Good luck.
