Before you trod down this path check out the MODEM HOWTO at the Linux Document Project, it may also be on your distribution CD. Also check the isapnptool FAQ if you have a PnP modem. Also there was a draft document about modems by someone on the list, in the last 24 hours, that seemed quite complete. A the very least the documents will give you an good frame of reference.
