A question

emacs: Cannot connect to X server localhost:0.0.
Check the DISPLAY environment variable or use -d'.
Also use the ost' program to verify that it is set to permit
connections from your machine.

What does all this mean. I get this when I try to run EMACS from a 'users'
console. I DON't get this when I run as root?
